Lecture by Professor Huang Haoming

Delegations of different NGO come from Poland, Bulgaria, Serbia, Hungry and Cuba.

The topic of the lecture wason the opportunities and Challenges for the cooperation between Society organizations (SO) and the government. Professor Huang Haoming explained the relations between SO and the government in three parts: the value, the composition and the transformation.

The value of the partnership is base on a public service provided by civil society organizations and public administration. The SO are flexible actions because they face the problem so they could act on it and include people who are concerned by the issues, reflect their voice and guide the action providing buffering zone to solve social contradictions

The composition of the partnership is base on win-win cooperation and mutual trust. If there is no trust, you’re against.

The transformation is about how the government accept the SO. It was in 1987 that the government accept foreign SO and in 2007 accept this concept. Some SO cannot be open because of aims like political non-governmental organisation, legal non-profit organisation, and religious organisation.

The relation between SO and the government is to reduce the disparity and to create a harmonious society.

The lecture finished by some questions about the number of NGO in China and the financial aspect.

In China in 2012, 499 000 NGO are register in 3 categories:

  • Social Organisation: 271 000
  • Private NPO’s : 225 000
  • Foundation: 3 029

The government give for 200 million RMB per year of NGO but it is not enough the NGO must find a private donor.

We are volunteers for CANGO and this lecture explain to us how CANGO works with the government and which value they can share.Thinks are changing in China about the position of NGOs but it’s still recent for the population and the government.
